Judge Rules Michael Ross Competent to Choose Death

Superior Court Judge Patrick Clifford has ruled that convicted serial killer Michael Ross is mentally competent to decide to allow his execution to go forward and that he has the right to make that decision. Ross, 45, is scheduled to be executed Jan. 26 and would be the first inmate executed in New England in 40 years. He has admitted to killing and raping eight women in the 1980s and has dropped all of his death penalty appeals.
